Strengthening Our Community Amid Conflict

Enhancing Title VI Response

Brown completed a series of initiatives in the Fall 2023 semester to enhance efforts to create an environment that is free of discrimination and harassment and to ensure compliance with applicable federal and state laws related to Title VI of the Civil Rights Act (the statute that prohibits discrimination and harassment based on race, color and national origin, including shared ancestry and ethnic characteristics, by entities that receive federal funding). This comes as Brown and campuses across the country experience a rise in reported incidents of antisemitism, Islamophobia, and anti-Arab, anti-Palestinian and anti-Israeli discrimination.

A new series of actions related to Title VI being developed in the Spring 2024 semester and beyond will further strengthen the University’s policies, systems and operations to maintain a strong educational, working and living environment free of harassment and discrimination.

Fall 2023 Initiatives

  • Brown’s bias reporting system and Anonymous Reporting Hotline continue to be promoted to all members of the Brown campus community as important resources for reporting violations of bias, discrimination or harassment.
  • A new webpage offers a collection of Community Care Resources Amid Global Challenges, coordinated by the Division of Campus Life. This effort aligns with a coordinating group, including representation across the University, that continues to meet regularly to ensure that members of our community, especially students, are receiving the care and support they need.
  • A detailed FAQ for faculty and staff, coordinated by the Office of the Provost, outlines Brown’s standards for protest and demonstration, public statements, anticipating student absence from classes, and free speech vs. harassing speech.
  • A resource posted online for faculty conveys guidance for managing challenging times in classroom settings. This included guidance from the Sheridan Center for Teaching and Learning: Facilitating Controversial Discussions and Strategies for Managing Difficult Classroom Conversations
  • A new online guide for Managing Online and Social Media Harassment offers proactive steps that members of the Brown University community can take to help prevent and respond to instances of harassment online, as well as outlining University support resources for reporting discrimination, addressing threats to personal safety and safeguarding emotional well-being.
  • Focus groups and other small-group gatherings, convened by the Office of Institutional Equity and Diversity, provide forums for students to offer insights into how they are being impacted by the geopolitical conflict, both personally and through issues of campus climate.
  • Messages about resources shared throughout the semester outlined support for students, staff and faculty, including reporting tools for reporting a bias incident, discrimination or harassment, as well as resources for counseling and other support services. 
  • The Department of Public Safety continues to consult regularly with local, state and federal law enforcement on issues of campus safety, and contact information for emergency reporting and safety support continues to be provided to all community members in resource communications.
  • The Watson Institute for International and Public Affairs continues to promote a range of events across perspectives of the Middle East conflict for Brown students, staff and faculty to broaden and deepen understanding through scholarship, education and forums for discussion. Other academic units across Brown continue to share events on these themes via Events@Brown, the University events calendar.
  • Gatherings throughout the semester convened by University chaplains and religious and cultural centers created opportunities for community, reflection and prayer.

Spring 2024 (and Beyond) Initiatives and Programming

Title VI enhancements and education, including:

Oversight of campus climate, safety and support, including:

Expanding the charge of Brown’s existing diversity and inclusion advisory groups and oversight board to engage more deeply on issues of inclusion and belonging relating to shared ancestry issues and identities.

Training and education planning, including:

Developing training on nondiscrimination and harassment principles, including harassment based on shared ancestry, for all students, faculty and staff. This also includes expanded training specifically for Title VI investigations, reflecting evolving federal guidance. In addition, this includes training for campus groups or organizations with whom community members may share discrimination or harassment concerns. These efforts will be the outcome of planning for content, modality and phased roll-out, tailored to various constituencies.

Augmented Poster Policy, including:

Clarifying guidance about appropriate responses to protected speech that some may find offensive.

Climate survey enhancements, including:

Augmenting Brown’s suite of campus climate surveys scheduled to be sent to students for the Spring 2024 semester to add questions specifically addressing the experience of Jewish, Muslim, Israeli and Palestinian students, and to expand the demographic data that is collected. Surveys with new questions may include the Senior Survey and the First-Year Survey.

Listening sessions to inform further actions, including:

Convening additional focus groups and other small-group student gatherings to understand how they are being impacted. Under Vice President Sylvia Carey-Butler, OIED convened such groups in the Fall 2023 semester, and throughout Spring 2024, Campus Life is providing resources for student gatherings to discuss communicating across differences.
